The most sophisticated global governance challenges related to artificial intelligence (AI) today revolve around its use in military and security applications. The US-led Political Declaration on Responsible Military Use of Artificial Intelligence and Autonomy offers a normative framework for the ethical deployment of these technologies in the military domain. Launched in February 2023 at the Responsible AI in the Military Domain Summit (REAIM 2023) in The Hague, the declaration aims to build international consensus on responsible behaviour and guide states in the development, deployment and use of military AI. It provides a foundation for sharing best practices and building state capacities, facilitating the exchange of experiences and ideas among endorsing states.

While AI technologies offer significant operational advantages, there is an urgent need for a structured policy framework to ensure that relevant personnel exercise appropriate care in the development, deployment and use of military AI capabilities, including weapon systems incorporating such capabilities if implemented in the absence of appropriate care.
