Bio
Hector Torres is a senior fellow at CIGI and a former executive director at the International Monetary Fund (IMF). Prior to joining CIGI, Hector held several senior roles with the IMF and the World Trade Organization (WTO), including as legal counsellor at the Appellate Body’s Secretariat and the Economic Research and Statistics Division. He was a consultant on trade for the United Nations Environment Programme, and a member of Argentina’s professional diplomatic service. Hector frequently acts as a panellist, consultant and writer in the areas of international economic law and trade.
At the WTO, Hector served on the Task Force on Financial Crisis and was the coordinator of Technical Cooperation for Latin America and the Caribbean. He is an expert on global governance reform, the Group of Twenty and the WTO ministerial, and on promoting legal coherence in global policy making.
